I think this part is important to support the legalizations. The drugs are now spread out to the black market such as mafia. It relates with money, they make lots of money from drug businesses. However if government make that legal and sell it at cost, then black market could not sell the drugs illegally. The active part to control and legalize the drugs will help solve the problem.
